Feeding and water quality questions

I have rescued 2 axolotl, one is doing fine, eating blood worms and pellets. The other one is not doing so well. I can't get it to eat much. Also I did a small water change and filter replacement and I can't get the water to clear up. It was only about 15% change, just enough to "clean house". I've read everything I can get my hands on, but everyone has a different idea of the right way to handle this. HELP!
 
How long have you had your axolotls? Was the tank cycled before they arrived? Have you tested the water for ammonia, nitrite, nitrate, PH and temperature? How was the filter replaced? If you replaced the filter all at once, it is likely the cycle may have crashed (if it was previously cycled).
 
Water was cycled and doing well, small water change and the filter stayed the same. I'm more concerned that one will still not eat.
 
Have you tested the parameters? If so, what were the readings? How long have you had the axolotls?
