Does colder water slow down cycle process

Title says it all.

I have cycled probably 10+ tanks (salt and fresh), but this axolotl tank is taking it's sweet time.

more info - I have a juvi axo (she/he is about 3 inches) albino in a 10g. I am changing about 7.5 gallons a day to keep the ammonia levels down. It's been about 10 days. It just has surprised me how long it's taking to cycle. I know 10 days isn't long but I've used plants and filter media from an established tank so I thought we'd be farther along. Just curious though about the cold water question,
