No it is not. Distilled water should NOT be used as it contains extremely low amounts of ions which makes your newts kidneys work harder. This information was taken from the link below. I suggest you look over it for this and other key water facts.
It was explained to me once that distilled water is "dead" water. While it's supposed to be "OK" to top off a fish tank, it's best to steer clear of it.
I like to use tap water that is aged overnight after being treated for chlorine and chloramine.
