Discolored water in newt tank

I have six fire belly newts and lately the water seems to have a white tint to it but only on the surface. If I stir it up, I can see the layer shift around but only under light. There are also small bubbles around the water that look somewhat like spit. Is it time for a water change or is something else going on?
 
I believe this is actually protein film on the surface of the water. Usually it's caused by a little too much food and still water in the tank. You can usually get rid of it by cutting back on the food a bit, or by using a filter to move the water. I don't think it's actually harmful to newts.
 
I get this occasionally, more often in water that contains daphnia. I do my best to skim off the top layer of the water and top up with fresh
