Question: Cycling my tank

So, I have been running my tank for about 3 weeks now. I put API quick start into the water because I thought it would boost the cycling and I could add axies sooner, but my water still shows ammonia, nitrates, and nitrites at 0. Is there something I can do to boost the cycling and get it going? My pH according to the test kit is 7.6. According to the test strips it is neutral which is between 6.8 and 7.2. Which number should I go by? I realize pH has nothing to do with cycling but I was hoping someone could tell me what is the right number.
 
What is the temp of the tank and what test kit are you using?
 
The tank stays pretty close to 65 degrees. I have an aquarium chiller hooked up to my filter that make sure the water is cool. I'm using the API freshwater test kit I believe. And I also have a little bottle of testing strips for like my betta tank.
 
Ah. I haven't used any source of ammonia. What do I use?
