Curly gills.

I have two axolotls in my tank and for about a month one of them has had really tattered gills that are now starting to curl forward. I clean the tank regularly and test for ammonia and pH, that's all cool. My filter wasn't working too well so I bought a new one today. Could the old filter be the problem or does anyone know what it might be?

Also, I know there's heaps of stuff on here to treat fungus, but my other one has had white spots all along her tail for about two months. They don't seem to bother her and she's eating fine, but how should I go about treating them?
 
in reply to one of my worried postings on here, i remember John advising that Gills bent forward were a sure sign of water quality or water flow stress - could your filter be creating too much of a current?
 
I got rid of the old filter because it wasn't creating enough of a current, it was barely working. I've had a new one in there for the past two days, his gills are still bent forward, but he seems better...but that could just be me being a little too hopeful. I'll let you know how he goes.
 
It's been close to a week and he's looking heaps better, I think it must've been the old filter. The new filter I have aerates the water as well.
