I think others have used computer fans mounted over the surface of the tank with good results, try searching "computer fan" in the search box.
 
I tried using fans and couldnt get the water cold enough (75 degrees farenheit) and ended up just buying a large coleman cooler (i think its 15 gallons) and put the sponge filter from their tank into it. I put a frozen water bottle or do a water change and add cooler water. Really easy to keep them at 60-65 degrees even when the air temp in my apartment is 85 (need AC!). Not very glamourous but it works really well.
