Cloudy tank

My tank has been cloudy for a week, but it doesn't seem to be affecting my axie- his gills are bright red and fluffy, his tail can get a little red too but I hear that's just a result of him being active. The first time the tank got cloudy, I changed the water out and it was cloudy again within a week. I changed the water again, and it got cloudy within three days. I have a 20 gal and the filter is fine. I can't even see my axie if he 's in the back of the tank. Is the cloudiness a result of tank cycling? I had to do a full water change the week before I started seeing cloudiness. Or is there something else I should be worried about? I've attached a picture of the tank for reference.

Hi. Have you done anything to the tank before the clouding appeared?.

I've had this happen to me and i know there are a few reasons it can happen.

The most likely is something messed up the nitrogen cycle which caused a growth spurt to the bacteria in the tank

This happened to me. I tested the water daily and watched it like a hawk left it for a few days to let the cycle fix itself and it cleared up (took about 3 days in a 40L tank) but don't change the water.

What you were saying about the bacteria- I recently started adding this bacteria supplement (I think it's called StressZyme) to the tank. The tank wasn't cloudy before I started adding it... do you think that could be doing it?
 
Yes. It is a possibility the stress stuff is clouding the tank.
I was old school at setting up tanks (1970's / 80's). Undergravel filter, water straight from the tap, get it to temp and put mollies / guppies in for a few weeks before any other fish. Never went cloudy. Then years later, with the water treatments, the water goes cloudy the next day and usually clears within a couple of days. I just leave them to clear on their own. It is a bacteria bloom and soon sorts itself out.
 
It's a bacterial bloom. They usually clear up, but has your tank ever fully cycled? If not, you should consider moving the axie until it has.
