Cloudy tank but good parameters

I have a 10 gal tank with a 20g whisper filter and 1 axolotl maybe 5-6 inches? The tank has been cycled before but it has been cloudy for about a month now and it doesn't seem to get better. I used to only be able to keep the tank around 73-75 degrees, I recently got a clip on fan that I added and now the tank sits at 69-71 degrees, could this be part of it? The water now evaporates rather quickly since I added the fan, I was thinking this could be part of the problem of why it hasn't cleared up yet cause I have to constantly add new water every day. I just tested the water and they read, Ammonia - 0.25, Nitrite - 0, Nitrate - 0. He eats pellets and I give him red wigglers every now and then. It bugs me because it's hard to pick up his poop if I can't see it in the cloudiness! Any input is appreciated! Thanks
