Cloaca Prolapse Help!!!

I need some help. I rescued this guy and it looks like he has cloaca prolapse. A vet isn't a option at this time because I'm in a small town and there just isn't one near by who is available. Trust me I've tried been on the phone for a few days. I've done the sugar water treatments a few times and tried to slowly push it back in. I've seen it go back in a few times and pop back out. He gets daily water changes in a tub he is NOT in a tank. He is swimming, pooping, and eating with no issues. Here are photos anyone can help or some treatment or advice would be great thank you.

This may not be much help, but I've had this happen to one of my axolotls before. The only advice I can help to provide is to try making sure he isn't suffering too much stress from isolation. I hope all goes well!
