how often should tanks be cleaned with larger rocks and how often with sand?
 
Well it depends.. how big is the tank? How many axies are in it? Do you have filtration, and if so - what?
It can even depend on what you feed your axie(s) - example: earthworms are less messy than, say, bloodworms, which make more mess.

The answer is simple for each: Clean as needed!

You should do regular water changes to ensure the water quality doesn't go south, and siphon out waste when you see it. How often and how much water should be changed depends on the number of animals, the size, the filtration used (if any) and how much is being fed. Pay special attention to uneaten food because it will spoil and foul the water faster. If the tank is not heavily populated with animals a 25% weekly water change should do the trick.
 
Okay thank you I just heard rock is much harder to clean, but I've never used sand and don't know much about cleaning it
 
Just one axie and brine shrimp
I assume it is a very young larva if you are feeding it brine shrimp. In that case you would probably be better off housing it in a shallow tub of water and change the water daily or at least every other day. Brine shrimp will die in freshwater and it will become foul soon after. If the axolotl is not a small baby then you should feed something other than brineshrimp (earthworm is best) because brineshrimp are only good for growing very small larvae out of the "vulnerable stage" before they accept larger and non-living foods.

Sand bottom tanks are simple to clean. All you need to do is siphon out the waste on the top layer of sand, if you end up siphoning out too much sand you can just rinse it and place it back in the tank. The easiest way to keep the tank clean is with no substrate at all, but sand is the next best thing.

When its large enough to accept them. How big is your axie now? I'd assume pretty tiny if he's still on brine shrimp and if that's true, you don't want him on any substrate as even sand could cause an impaction. Once he's large enough, you can try bloodworms, small axie pellets, and chopped bits of earthworms until he accepts them.

It's the larval stage. Feed it worms as soon as you possibly can.
