Cleaning tank with deceased axie

I'm adopting a second axie tomorrow and I'm planning to put it into quarantine for 30 days in a smaller tank before I put it with my current axie. The problem is, I borrowed the smaller tank to a friend because he also wanted an axie and the axie died. He let the water in the tank for weeks after he took out the axie, and I'm afraid diseases are now still present in the tank. Is there any way to clean the tank to make sure it is disease free?
 
I would use a bleach solution of 1:10 bleach solution. Give it a good scrub and rinse really well.
 
Would rinsing the tank with water for several times be enough to get rid of all the bleach? And how do I clean the filter? Just with water?
 
You can run the bleach solution through the filter as well, but I would remove any media prior to using it again. The bleach is mild so rinsing the tank and running the filter with regular water will be enough to remove the bleach after.
