Chiller is almost constantly running to achieve 12 degree (F) drop

Hi there -

My apartment temperature has been sitting around 80 degrees fahrenheit, I'm aiming for 68 in the tank. My chiller is hitting that temperature, but to do so it's running for 15 minutes, resting for 5, leaving me with a unit that's running 45 minutes per hour. Pretty much as soon as the chiller shuts off the unit detects an increase in water temperature of about 1 degree per minute and a half. Seems sort of hard to believe. I also have one of those long, narrow aquarium fans running to try to maintain cooler temperatures longer without the chiller needing to kick in.

Does this seem abnormal? My first thought is a flow rate issue, but the pump that I'm using (Rio Plus 800) is spec'ed at 211 gallons per hour. My chiller (Aqua Euro 1/13 HP) indicates a min/max flow rate range of 160-290 GPH, so I'm in the mid area of that range.

I have a 30 gallon tank but it's only 2/3 full, so we're looking at 20 gallons of water to chill. The chiller is rated to achieve a 20 degree temperature drop on 30 gallons of water, so I figure 12 degrees on 20 gallons should not be pushing the unit as hard as it seems to be.
