Can one put an axolotl in setting water?

I just upgraded my axolotl's tank, moving all the old sand, decorations, filter ect. to the new tank. Yet I did not think things through and added the sand last for easier transport (since I was also moving the thank location to the basement where it is cooler). Therefore the water is still murky from the sand of the previous tank. Can I put my axolotl in anyways? Will the filter help or hurt clearing the tank?
 
Yes, you can add the axolotl to a disturbed tank.

The filter will help clear the silt faster but can also put added ware on the impeller on the filter sand the sand will act as an abrasive and over time can cause an impeller to break.
