Best state for salamander keeping?

I was looking up laws in the various states for importing/buying/selling/etc. of caudates, and while my own state (Oregon) has very strict laws :)(), I was wondering which states are the least restrictive of salamander-keeping in general, including collecting wild specimens (although I usually refrain from that myself).
 
The state I reside in, Virginia, has to be one of the best states for caudate keepers to live in. Out of the 50+ native species of salamanders Virginia has, we are allowed to own all of them except 4. As for other US species, we are allowed to own anything as long is it isn't federally listed as endangered or threatened and is allowed to be taken legally in the state it's native to.

With a valid VA fishing license you can keep up to 5 individuals (up to 50 if you say they are fish bait and are less than 6 inches long) of each native caudate species.

Only down side to my state? You can't buy/sell anything that is a native. Even if you purchase it out of state.
