Hello, we just got a new 200L (44 gallon) tank and then we seen that someone was selling a filter that they had already used in their tank and it had all the good bacteria in it, just wondering if i put this filter in my axo's tank will it still have to cycle or not?

just make sure to age the water in the tank for a couple of days then add filter and that the filter is big enough for the tank, you will still have to feed the filter (bacteria need the ammonia to survive) until you put your axie in. (it will also allow you to check and make sure the nitrogen cycle is working properly).

Theoretically yes,
...
if this filter has been working continuously.
If the filter is plugged off for several hours, the "good bacteria" (nitrifying bacteria) usually die and all the cycle must be redo from start.

Ask the seller

The seller said yes we could put them in without cycling the tank and when we got it it was only unplugged as soon as we got there and we plugged it in as soon as we got home, it would not have been unplugged and out of water for more than 1 hour

once the tank is set up just keep it regularly tested to make sure everything is working smoothly.
