Axolotl has developed small red dots in its skin

Hello my Lucy axolotl is 8 months old and has just been upgraded to a 33 long he was previously in a 15. He started developing the spots in his old tank. I have taken him to the vet twice and they don’t really have an answer other than doing blood work which I said no to. He eats normally
And seems fine. His tank stays at 59-63 and he is in a very find sand. I use prime so I know it’s not from any aloe I’m really confused as to what is causing it.
parameters: ph 7.7 nitrite nitrate and ammonia are all zero maybe 5ppm nitrate
