Bubble stones aren't required, they just move the water around more, which means more oxygen in the water. I don't have any in my tank, and my axolotl does just fine without it. So it more or less depends on what you want, really.

Yes you need a filter, and you need to cycle your tank.
Bubblestones are optional, but my axies love to 'surf' in the bubbles.
