is there any true way to make newts like water as a juvenile?

Nope, as each individual (let alone differences between species) can be very particular as to which point in their development they go aquatic.
That said, most people use a shallow semiaquatic tank as a transitionary stage to get their juveniles or subadults aquatic. 2-3cm of water depth is enough and land areas must be very easily accessible. Using plants is highly recommendable as they make a big difference in allowing juveniles to feel secure in water.

You´ll have to look at the biology of the species you have in mind and act accordingly. Some people argue that aquatic housing year-round or earlier on in the development than would be usual for the species, can have negative effects. Mind you, it´s a pretty common choice.

In my experience.. I had an eastern newt and a chinese firebelly who wouldn't go in the water.. both were females... They would stay up on the cork board...The water temp was about 73.... So I bought an aquarium fan, which brought the water down to 69, and shortly after that they both went fully aquatic.

thanks for the info i'll just lower the water level and see if that works.
