A good chiller for an 8 x 4 x 3 foot aquarium

I'm going to be helping my grandfather build a large aquarium for my Axies, but as my room gets pretty warm, I need a way to keep it cool. I was thinking about using frozen bottles, but it seems way too easy to accidentally stress out my Axolotls. I understand that chillers are quite expensive, but I'm hoping to find a decent one for a lower price. I just need to figure out exactly what kind of chiller I should get. By "kind" I mean the company. I also don't entirely understand the 1/10, 1/4, etc. etc.
 
Unless your ambient room temperature regularly averages over 21.5C a chiller is a waste of money and effort in my opinion.
 
Id bet, that in Texas it avrg well above 21 C during the day. With out running the AC to the point that its super expensive! beacuse i know that soon i will have the same issue in South Carolina
 
I think you'd have to get something almost industrial size for a tank that big. I imagine it'll run you at least in the $1500 range.
 
That comes to about 720 gallons. I'd think about a smaller tank or use the huge tank for something that can take it a little warm like sirens or amphiuma.
